The Driver and Vehicle Licensing Agency (DVLA) has appointed Scrumconnect to support the continued development and delivery of its digital services.
Under the agreement, Scrumconnect will provide multidisciplinary delivery professionals who will predominantly work in blended teams alongside DVLA staff at the agency’s headquarters in Swansea.
The engagement covers capabilities across the Government Digital and Data (GDaD) and Project Delivery job families, including software engineering, agile delivery management, architecture, testing, business analysis, service design, user-centred design and product management.
Supporting DVLA’s modernisation programme
The supplier will support work across DVLA’s digital portfolio, ranging from process improvement to software engineering for front and back-office services.
Its remit will also include supporting infrastructure across on-premises and cloud environments and helping DVLA continue the transformation of its legacy IT estate towards its strategic architecture.
Additionally, Scrumconnect will support the agency in adopting emerging technologies, including AI, as well as cross-government initiatives such as GOV.UK One Login, the GOV.UK Wallet and GOV.UK App.

Supporting services at scale
DVLA holds more than 53 million driver records and more than 48 million vehicle records.
According to Scrumconnect, the agency processed more than 100 million customer transactions in 2025/26, while its systems supported more than six billion digital interactions. During the same period, DVLA issued 12.3 million driving licences and 18.5 million V5C logbooks and supported the collection of £9.03 billion in Vehicle Excise Duty for HM Treasury.
Scrumconnect expects to resource the engagement through a combination of its existing delivery teams and the recruitment of additional digital professionals, which it said will create further opportunities in Wales.

Scrumconnect works on government digital programmes across organisations including the Home Office, Department for Work and Pensions, HM Revenue and Customs, Ministry of Housing, Communities and Local Government, HM Courts and Tribunals Service and Department for Education.
The company said it currently supports 16 of the UK government’s top 75 digital services.
