Phoenix Software secures £75m MoD software deal under VOSA framework

York-based supplier appointed sole provider for Ministry of Defence software procurement, strengthening its growing footprint across the UK public sector.

Phoenix Software has been awarded a £75 million strategic software contract by the UK Ministry of Defence (MoD), marking a significant milestone in the government’s drive to modernise and centralise software procurement.

The three-year agreement, known as the Value Added Software Agreement (VOSA), has been awarded through the Crown Commercial Service RM6098 framework and will run from 1 September 2025 to 31 August 2028. Phoenix has been appointed as the sole supplier under the agreement.

VOSA is designed to become the primary route for all “tail spend” commercial off-the-shelf (COTS) software purchases across the MoD. By consolidating thousands of individual buying points into a single route to market, the agreement aims to streamline procurement processes while delivering greater transparency, improved value for money and stronger commercial oversight.

Through the contract, Phoenix will provide the MoD with a centralised, department-wide view of software suppliers and user-level spend. This will simplify access to software by establishing a consistent purchasing route, while also creating a comprehensive repository of spend data that can be used to inform better commercial decision-making. Over time, this visibility is expected to support more effective optimisation of software estates and help the department manage cost, risk and compliance more proactively.

A growing public sector footprint

The VOSA award builds on Phoenix Software’s expanding presence across the UK public sector. The company already supports a range of government organisations with software licensing, asset management and optimisation services, including central government departments, NHS bodies and local authorities.

Phoenix has previously delivered large-scale software and licensing services to NHS trusts, helping health organisations improve compliance and manage complex vendor estates, and works with councils and arm’s-length bodies to rationalise software spend and improve audit readiness. These engagements reflect a broader shift across the public sector towards more centralised, data-driven approaches to technology procurement.

Supporting defence digital transformation

Keith Martin, sales director at Phoenix Software, said the agreement goes beyond traditional software supply.
