The UK has a narrowing window in which to strengthen its position in artificial intelligence (AI) and reduce potentially risky dependencies on overseas technology and infrastructure, according to the Alan Turing Institute.
A new policy briefing from the institute’s Centre for Emerging Technology and Security (CETaS) argues that the UK should take a more strategic approach to AI sovereignty, identifying which capabilities are sufficiently important to national resilience to require greater domestic control.

It said that rather than attempting to build every part of the AI supply chain itself, the UK should develop critical capabilities at home, work with trusted international partners where they offer particular advantages, and use areas of existing UK expertise to strengthen its influence internationally.
“The UK has a real chance to carve out a distinctive role in the AI landscape – but that window is closing,” said Sam Stockwell, lead author and senior research fellow at the Alan Turing Institute.
“Resilience doesn’t mean controlling every part of the global supply chain. It means being clear about where our dependencies create risk, and where our strengths are worth building on.”
Building resilience across the AI stack
The briefing said AI sovereignty is a question of resilience rather than technological self-sufficiency. It argues that the UK needs multiple options and fallbacks across different parts of the AI stack to avoid becoming dependent on individual technologies, providers or supply chains.
Developed through workshops involving experts from across the Turing Institute, the briefing sets out a vision for the UK’s position by 2030 and identifies opportunities spanning semiconductor design, compute infrastructure, specialist AI systems, safety evaluation and assurance, and next-generation architectures.
It is the first of two reports, with a forthcoming policy roadmap expected to set out specific measures to put into practice.

Professor Jason McEwen, interim chief scientist at the Alan Turing Institute, said AI sovereignty should be understood as giving the UK “meaningful agency over the technologies it depends on, especially when they are critical to national resilience”.
“There’s no single fix. It means thinking across the whole AI stack, including chips, compute, models, data and assurance, and being deliberate about where the UK builds, partners and exports,” he said.
Mix of frontier and home-grown AI
One area highlighted is the UK’s access to AI models. Rather than relying on either foreign frontier models or domestically developed alternatives, it advocates an “adaptive portfolio” combining access to leading frontier systems with open-weight models and home-grown capabilities.
The report also argues that investment should be targeted at areas where the UK has distinctive strengths, including inference hardware, photonics and compound semiconductors.
For compute, it proposes balancing domestic sovereign capacity with continued access to trusted international providers
Public data could provide an advantage
The UK’s public sector data is also identified as a potential source of competitive advantage. The briefing points to datasets held by institutions including the NHS and Met Office, although it stresses that their use would require secure and privacy-preserving oversight.
It said the country could build on its expertise through stronger oversight of high-risk AI systems and greater capacity to test and certify the wider range of AI technologies entering everyday use.
The report warns that decisions taken over the next few years will help determine whether the UK can establish a resilient AI position by 2030, or remains heavily dependent on overseas AI systems, infrastructure and supply chains.
