Westminster City Council is using Snowflake to transform the way data is democratised within the Council. It’s aim, it said, is to better serve residents, deliver vital cost savings through operational efficiencies and provide data-driven solutions to solve complex societal needs.

Westminster City Council will use Snowflake’s AI Data Cloud to build “a unified, ethical, and trusted AI digital infrastructure.” This will help deliver “faster, smarter and sustainable public services”, in line with the Fairer Westminster Strategy – a five-year plan launched by Westminster City Council to address inequalities and create a more equitable city for its residents.
Recent legislation, such as the Data (Use and Access) Act 2025, aims to reform how both personal and non-personal data are managed and used for the secure and effective use of data for the public interest.
Westminster City Council said implementing Snowflake is helping it “handle sensitive information securely, while enabling greater collaboration across internal teams and with external partners, as well as making services more efficient by cutting down time needed on admin-heavy tasks.”

Gurpreet Muctor, chief data & technology office for Westminster City Council said: “Incorporating Snowflake into our technology stack marks an important step in the evolution of the Council’s most vital services. Across the public sector there is huge momentum around AI, but it is only through the right digital and data foundations that real change can be delivered. Snowflake will enable Westminster City Council to unlock the full value of our data, driving greater efficiency and freeing up staff time to focus on critical priorities such as tackling homelessness, addressing climate change, and improving health outcomes for residents.”
By leveraging more AI capabilities and advanced data analytics, the Council intends to democratise its data assets, enabling services to gain better and faster insights to strengthen operational and strategic decisions.
“From reducing bureaucratic friction within citizen experience to enhancing resource allocation and alleviating data administration overheads, Snowflake’s AI tools will deliver time and cost-saving benefits through automation of how data (such as resident surveys) is processed, which previously required lots of manual analysis,” it said.
“By creating a modern data architecture, the council is laying the foundation for faster time-to-market services and for broader collaboration across London’s public sector,” said James Hall, VP & general manager UK&I at Snowflake. “We’re excited to see how Westminster capitalises on the benefits of AI-driven efficiency to transform essential citizen services.”
