HMRC, the Department for Transport (DfT) and the Ministry for Housing, Communities and Local Government (MHCLG) are seeking to boost ERP departmental efficiency with a new cloud agreement with SAP.
The Unity Cluster programme, which delivers shared services for the three UK government departments has chosen RISE with SAP to deliver “a modern and secure digital platform” for HR, Finance and Procurement services.
The Unity Cluster was created as part of the UK Government Shared Services Strategy. SAP, alongside technical delivery partner Deloitte, said it will provide a unified technology platform to enable the three departments to use data-led insights for strategic decision-making, and improve user experiences through faster, more secure processes.
SAP’s UK sovereign cloud capabilities provide public sector organisations with a localised cloud solution, tailored to specific requirements, and can standards of data residency, security and compliance within the UK.

“This partnership is a real demonstration of the breadth of our digital capabilities. We are delivering complete end-to-end ERP transformation that will positively impact the work of 100,000 civil servants across three major government departments,” said Leila Romane, managing director SAP UKI.
“It’s more than just a technological shift, but a mindset change too. With our continued investment in the UK and tailored industry solutions, we are helping our public sector leaders and civil servants across HMRC, DfT and MHCLG to simplify and reduce manual time-consuming administration processes across HR, Finance and Procurement. This enables them to spend more time on work that matters, supporting customers, each other and the country.”
As part of its RISE with SAP deployment, the Unity Cluster will onboard SAP Ariba, SAP SuccessFactors, SAP Business Technology Platform and SAP Concur.
